COPENHAGEN, March 3 (Reuters) - Finland will allow transgender people to change their legal gender at their own request and without undergoing sterilisation, new legislation signed by the Finnish President confirmed on Friday.

The European Court of Human Rights ruled in 2017 that requiring sterilisation in order for individuals to change the sex on their birth certificate is a violation of human rights.

Finland's new law will enable people above the age of 18 to legally determine their gender through a self-declaration form, and is meant to reinforce the protection of the right to self-determination and to reduce discrimination, the ministry of social affairs and health said.

Turkey and Hungary announced Friday that they will sign off on Finland’s NATO membership — removing the biggest barrier to Finland’s joining the alliance but leaving Sweden’s bid languishing.

“We have decided to initiate the ratification process in our parliament,” Turkish President Recep Tayyip Erdoğan said in a press conference in Istanbul alongside his Finnish counterpart Sauli Niinistö.

Erdoğan’s move will inevitably fuel concerns about the alliance’s cohesion as Sweden — which was originally invited to join together with Finland — gets left behind for the moment.

Ankara has expressed concerns about arms exports and the countries’ support for Kurdish groups, prompting months of negotiations with Finland and Sweden.

THE HUNGARIAN PARLIAMENT on Monday approved the Finnish application to join Nato by a vote of 182 in favour and 6 against.

Helsingin Sanomat on Monday reported that all the ratification was opposed only by members of Our Homeland Movement, a far-right opposition party that believes expanding the defence alliance would geographically escalate Russia’s war of aggression in Ukraine.

The party holds 6 of the 199 seats in the National Assembly.

“The Hungarian government supports Finland joining Nato. Finland has a strong army, and it has been a reliable partner for Nato. Finland meets the criteria and shares the values of Nato,” Tamás Menczer, the state secretary at the Hungarian Foreign Ministry, was quoted saying by Helsingin Sanomat.

Although the National Assembly ended up supporting the ratification overwhelmingly, the ruling and opposition parties disagreed on how the process should have been conducted, with opposition members criticising the ruling parties for what had been an indecisive process.

Ben Berl Zyskowicz, a member of the conservative-leaning National Coalition Party, said that in addition to the antisemitic comments, the assailant blamed him for Finland’s recent attempts to join the NATO alliance, the Associated Press reported.

Zyskowicz, who is the son of a Polish Holocaust survivor and a Finnish Jew, added that he was unfazed but felt the attack had dire meaning for democracy in Finland.

The pro-business NCP was expected to win 48 of the 200 seats in parliament, narrowly ahead of the nationalist Finns Party with 46 seats and Marin's Social Democrats on 43 seats, justice ministry election data showed with all ballots counted.

Finland has announced its plan to procure the joint US-Israeli-made David’s Sling long-range missile defense system, after joint the US-led military alliance NATO.

“This acquisition will create a new capability for the Finnish Defense Forces to intercept targets at high altitude,” Finland’s Defense Minister, Antti Kaikkonen, said on Wednesday, adding, ”We are continuing the ambitious and long-term development of Finland’s defense capability in a new security environment.”

Finland made the announcement just a day after it became the newest member of NATO, amid escalating tensions with Russia.

The missile system manufacturers claim that David’s Sling system can intercept drones, planes, and ballistic missiles at a range of 40 to 300 kilometers and offers a “high probability of kill” against a wide range of air and missile defense targets.

According to the manufacturers, a total of 12 interceptors can be carried from a launcher and fired from a near-vertical position of the weapons system.

The missile system deal between Finland and Israel is valued at $344 million.

The leader of the openly racist and fascist Blue and Black Movement, Tuukka Kuru, has been charged over an anti-semitic tweet.

The charges were filed at Satakunta District Court, and the case is due to be heard before the Midsummer holiday.

The charge covers a tweet sent in 2020 in which Kuru commented on male circumcision, stating that "criminalisation of Judaism actually sounds quite good".

Kuru told STT that he denies the charges, and also confirmed to STT that the man suspected of terror offences by the National Bureau of Investigation is a member of his party.

The National Coalition and Finns Party will together hold 94 of the 200 seats in the Finnish Parliament, meaning that in order to secure an effective majority they would need support also from the Christian Democrats and Swedish People’s Party.

Whether the Finns Party and Swedish People’s Party can find common ground on divisive issues such as immigration remains unknown, admitted Purra. “I hope that we can find a mutually satisfactory compromise on these critical questions. But it does require that our immigration policy is tightened significantly,” she said to the public broadcasting company.

While the Finns Party does support front-loading earnings-based unemployment benefits, it has yet to comment definitively on its willingness to cut the eligibility period for the benefit – another change pursued by the National Coalition.

“Everything else will be negotiated. I naturally know what’s the National Coalition’s stance, but it seems that other parties disagree with it,” said Purra.

The Social Democratic Party is not prepared to stagger the earnings-based benefit but is prepared to discuss certain other unemployment security-related reforms, according to Matias Mäkynen, a deputy chairperson of the Social Democrats.

Also he declined to go into detail, however.

The National Coalition’s objective of adjusting public finances by six billion euros, however, does appear incompatible with the goals of the Social Democrats. “As [the Ministry of Finance’s] budget chief stated today, it’ll be very difficult to adjust to the tune of six billion euros without touching social and health care,” reminded Mäkynen.

“Our threshold issues are: we don’t want to cut from social and health care services, education or social security,” he stated.

Helsinki is allegedly already in talks with Washington on a Defense Cooperation Agreement (DCA) that would allow US troops to freely deploy to the newly admitted NATO state, a Finnish foreign-affairs official, Mikael Antell, has told the Helsingin Sanomat (HS) newspaper.

The outlet reported that Antell, who serves as the Ministry of Foreign Affairs’ deputy director-general for political affairs, is leading the bilateral negotiations and that the latest round of discussions took place in the Finnish capital last week.

According to Antell, the agreement is meant to augment Finland’s current NATO membership, which it was granted in April, and to solidify the country’s deterrent and defense capabilities through US presence and advance stationing of defense equipment.

“The most important thing is that the agreement enables smooth cooperation with the United States in all security situations and also at short notice,” he told HS.

Yesterday, the Finnish Border Guard (Rajavartiolaitos) unveiled images of a pilot fence designed for the eastern border. The guard maintains that the barrier is a vital measure to deter and delay unauthorised border crossings, channel their movement, and prevent immediate infiltration. A necessity in the face of large-scale illegal immigration, the fence is expected to facilitate their work, even in ordinary situations.

However, the image of the completed pilot section of the fence sparked ridicule and confusion on Twitter, as the reality of the fence seemed to diverge significantly from the conceptual images released last autumn. Critics have dismissively likened the structure to a "flimsy kindergarten fence" and a "garden fence", mocking the discrepancy between the planned and actual implementations. The Finnish Border Guard tried to address these concerns, stating that a barbed wire obstacle would be installed on the unfinished pilot fence.

The ambitious project aims to construct approximately 200 kilometres of fence along the 1,300-kilometre eastern border over the next 3 to 4 years, at an estimated cost of 380 million euros. However, this grand announcement has been met with criticism, scepticism, and outright mockery.

The commencement of regular output from a much-delayed Finnish nuclear reactor in April saw electricity prices in the country decrease by more than 75 percent.

The Olkiluoto 3 (OL3) nuclear plant completed the transition from testing to regular output last month to become Finland’s first new nuclear plant in more than four decades. It is expected to produce up to 15 percent of the country’s power demand.

And while the plant’s production is still in its early days, its launch has had a considerable effect on Finland’s energy prices, lowering the electricity spot price in the country from €245.98 per megawatt-hour (MWh) in December to €60.55 per MWh in April, a reduction of more than 75 percent, according to physical electricity exchange, Nord Pool.

Energy prices had risen sharply in the Scandinavian country after the Finnish government banned electricity imports from neighboring Russia last year due to the ongoing conflict in Ukraine. The utilization of nuclear power will be welcomed by Finnish consumers, particularly given the fact that Finland has the highest per-capita electricity consumption in the European Union.

“It’s absolutely unequivocal that they can be expelled,” he added. “The Finnish Security Intelligence Service (Supo) is closely monitoring also embassy employees. People who are in different kinds of cover roles and aren’t doing the diplomatic work that they were hired to do can be expelled in accordance with the Vienna Convention [on Diplomatic Relations].”

TP-Utva is an abbreviation referring to joint meetings between the president and the ministerial committee on foreign and security policy.

The Russian Ministry of Foreign Affairs on Wednesday declared it intends to respond reciprocally to the expulsions to be made by Finland. Haavisto acknowledged that some sort of response is likely but refrained from speculating on its nature.
